IT Vision for Indian Railways to be Prepared
The Ministry of Railways has decided to prepare Information Technology (IT) Vision for Indian Railways. For this purpose, the Ministry of Railways has constituted an advisory Council under the Chairmanship of Shri Som Mittal, Former President NASSCOM and Member, Expert Committee on HR Policy for e-Governance set up by NeGD, to assist in the drafting of the IT Vision for the Indian Railways. The other Members of the Advisory Council will be as under:-
1. Shri Narendra Karmakar – Ex. Professor, TIFR and expert in Super Computing
2. Shri M.P. Jaiswal, Dean and Professor, Information Management, MDI, Gurgaon
3. Shri Rajesh Mathur, Vice-President, Association of Geospatial Industries
4. Additional Mamber (C&IS), Railway Board
5. Managing Director/CRIS, Chanakyapuri, New Delhi.
6. CMD, RailTel Corporation of India Ltd.
7. Director (Operations)/CRIS, Chanakyapuri, New Delhi
8. Shri A.K, Valani, Sr. Director (e-Gov), Deity
9. Dr. P.G.Diwakar, DDG, National Remote Sensing Centre(NRSC)
10. Chief Engineer(TMS), Northern Railway, New Delhi
11. Executive Director/Telecom(Dev), Railway Board, New Delhi
(Executive Director (C&IS), Railway Board, New Delhi will act as Member Secretary to the Council)
The Terms of reference of the Council will be as under:-
· To assist in developing a comprehensive ICT Vision for Indian Railways which is in line with the overall vision and objectives outlined for Railways;
· The ICT Vision to cover Information Technology, Communication and Telecom as well as Geospatial. The current ICT implementation to be reviewed & Integrated into the new vision.
· To specifically integrate and cover passenger service, freight services, asset management and train operations, safety and security as well as operations/enterprise management of Railway;
· To recommend on implementation strategy and structure to ensure timely complete execution of the vision;
· To recommend plan for effective capacity building, change management and IT Governance; and
· To suggest the road map to set up a technology portal which would invite innovative technological solutions for Rail Specific issues;
The Headquarter of the Council will be at New Delhi.
‘Technology Mission’ for Indian Railways to be set up
The Ministry of Railways has decided to set up the ‘Technology Mission for Indian Railways’(TMIR) as a consortium of Ministry of Railways, Ministry of Human Resource Development, Ministry of Science and Technology and Ministry of Industries on an investment sharing model for taking up identified railway projects for applied research and use on Indian Railways.
The ‘Technology Mission for Indian Railways’ (TMIR) will function through the ‘Mission Implementation and coordination committee’ (MICC), consisting of the following:-
(a) Prof. N.S.Vyas, former Head/Mechanical Engineering, IIT-Kanpur and presently Vice Chancellor/Rajasthan Technical University—Mission Chairman
(b) Shri Alok Kumar, Exe. Director/CE(G), Railway Board—Co-Chairman
(C) Nominees of Ministry of Railways, RDSO, Railway Research Centres, Ministry of HRD, Ministry of Science & Technology and Ministry of Industries – Members
The ‘Mission Implementation and Coordination Committee’ (MICC) will formulate the ‘Mission Management Manual’ (MMM) for functioning of ‘TMIR’ and the domain specific Sub-Committees for various fields of railway working and also for monitoring the progress of research and technology projects.
‘ TMIR’ will also monitor progress of research projects of the existing Railway Research Centre (RRC)/Kharagpur and other 4 upcoming Railway Research Centres sanctioned in Budget 2015-16. Thus, Railways’ investment in applied research activities will be fruitfully converted to technology development for actual use in railway working. Execution of various projects under ‘TMIR’ will be dealt in terms of procedures, to be defined in its ‘Mission Management Manual (MMM)’.
The Nodal Directorate for functioning o the ‘Technology Mission for Indian Railways’ (TMIR) and its ‘Mission Implementation and coordination Committee’ (MICC) will be Efficiency & Research Directorate of Railway Board.
